Matimba Justice Shiburi was born on 12 August 1975 at Giyani region, Limpopo province. He matriculated in 1992 at Ndindani-Hlomela High School in Giyani, Limpopo province.

He obtained the following tertiary qualifications:

• BA Degree from Vista University, Soweto Campus, now known as University of Johannesburg in 1998.
• Certificate in Marketing and Customer Centricity at University of Johannesburg in 2007.

Comrade Justice is currently not busy with any studies, but more focused on PSA Union activities. He has also attended the following capacity building programmes:

• Leadership Development and Emotional Intelligence Training. Training in Relationship Selling.

Employment history
Comrade Justice's career in the Public Service began in 2002 when he joined the Department of Labour as Labour Relations Inspector. In 2006 he was promoted to the unit called Employment Skills Development Services which is now known as Public Employment Services, where he is now working as Senior Employment Services Practitioner.

Extramural/Public Service-related activities
Comrade Justice also serves(d) on the following committees/boards:

• National Training Committee for the Department of Labour.
• Local Employment Equity Consultative Forum
• Migration framework placement committee at UIF branch.
• Secretary of School Governing Body (SGB) for Sandtonview Combined School (2016 - 2018). Member of the Local Community Policing Forum (Ebony Park Ext 4).

PSA involvement
Comrade Justice has been a member of PSA since 2002 and serves(-d] the Union PSA in the following capacities:

• PSA Board member from September 2019 until September 2022,
• PSA Board's Social and Ethics Committee Chairperson,
• PSA Board's Human Resource Committee Chairperson,
• PSA Board's Audit and Risk Committee member,
• PSA Board's Bursary Committee member,
• Member of Public Sector Committee of FEDUSA,
• Member of Training and Education Committee of FED USA.
• Member of the PSA Department of Labour (Branch/Committee] since 2005
• Deputy Chairperson of the PSA Department of Labour (Branch/Committee) in 2011
• Chairperson of the PSA Department of Labour (Branch/Committee) in 2014,
• Re-elected the Chairperson of the PSA Department of Labour (Branch/Committee) again in 2016, National Chairperson of the PSA Department of Labour from 2016 to date.

As the National Chairperson of the PSA Labour and Employment Branch, Comrade Justice's activities include the following:

• attending the Departmental Bargaining Chamber meetings and GPSSBC meetings,
• representing members of his Branch and other Branches at mediation, conciliation, arbitration, and disciplinary hearings
• evidence gathering through the offices of PSA and from members leadership in departments such as (i) Home Affairs, (ii) Department of Health, (iii) Department of Education,(iv) Department of Justice and Constitutional Development, (v] Office of Chief Justice, (vi) Department of Rural Development, (vii) Department of Environmental Affairs, (viii) Compensation Fund, (ix) Department of Labour, (x) Department of Water and Sanitation, (xi) Department of Printing Works and (xii) South African Civil Aviation Authority, to mention just few. He has a good success rate when it comes to winning the cases.
• He has always been available for members' interests and their concerns.
